Painting an old house in oakland

Hi everyone! love the fix it forum, its helped so much. thanks to all.
i have an old house it has wooden siding on the lower part and concrete tiles or asbestos tiles
i'm not sure...The paint on the wood is peeling and cracked. how does one go about scraping the paint off to prep for paint. i have a lot of scrapers and sanders but is there a easier way?
i've seen a paint remover that grinds the paint off of wooden boards is it worth it to buy one?
will it save many hours of scraping?
what if i want that new look? would that require
replacing all the wood and trim? or would scraping/sanding produce a smooth look as well?
